NTFS DSKCHK and the files it deleted

NTFS DSKCHK runs every time I start Windows.  It also deleted hundreds of files and now I can't download anything due to an error.  How do I recover what it deleted and stop NTFS DSKCHK from running?

 Step 1: Boot into safe mode and schedule a disk check during the next system startup.
